From what I gather it's a Russian thing for impressionable depressed teens where you join an internet group positioning itself as a "game". The game involves following and completing various instructions that gradually increase in self-harm content and dubious intentions. Then the last instruction is to an hero. It's a concept akin to the Japanese internet suicide pacts, with the extra "game' twist.
Some say it's a real thing that is quite popular on the Russian internet.

Others say that it may have had a real precedent, but that the story was twisted, exaggerated and blown into a media scare by the government trying to convince people that the internet is a bad and scary place and people should watch more state TV.

they message kids who solicit them on social media and give them instructions that end in suicide
if you try to opt out they say "lol i will kill your mum lol"
anyone who kills themselves over this is already suicidal
