comfy is a forlorn feeling of wanting to exist in the moments of absolute bliss you find from experience or in pictures you like. comfy is subjective but there's a few trends you can whittle it down to.

I dont think its necessarily just japan - I think most dense urban areas can work if the picture's shot right.
I think something that provides a lot of comfy is lots of greys / midtones punctuated with desaturated colour. think the yellows on the left hand side, and the neon signs down the street in the picture you posted.

Man, what is it about these warm colors and urban environments that just triggers that comfy feeling? I remember when I first played Sonic 2 and got to Oil Ocean Zone, and I just instantly thought "I wish I could be there". Even before the whole comfy/aesthetic thing took off, there was something intrinsically pleasing about these types of pictures/environments.

The word comfy is surprisingly subjective
It's unclear what exactly it's supposed to mean but the easiest way to summarise it is to say that it gives you a sense of belonging and lets you use your imagination to fill in the details with all the things it represents.
The Dark Souls series is monumentally miserable but it's comfy to me and many others because it's a sprawling and intricately woven world filled with secrets and little details if you take the time to stop and smell the flowers.
Desolate concrete communist cities, lush fields, contemporary architecture futuristic cyberpunk cityscapes and the military are all comfy depending on who you ask. Even things that are meant to be creepy and unsettling are comfy to some people.
We've really struck something special here and it gets people to stop arguing obscure cuckold politics for 5 minutes so let's hold onto it as much as possible.
When I was a kid I would gather my favorite toys and put them in a basket with a bunch of blankets and pillows to build a small enclosure under a nightstand. I would have to curl up to fit under it but it was super comfy.

Also the thing about technology like that is that it's stylized (I guess that's the word) but it's stylized for a purpose, these big concrete towers and their various appendages all serve a purpose. A lot of drawings about fictional worlds (cyberpunk) make things look complex and stylized but not for any good reason, as a result it looks tacky.

You know what's comfy for me? Being inside while nature happens, raining while I'm protected from it, inside a house during a thunderstorm or snowstorm.
