While I tested for an IQ of 110, I can't handle basic mathematics and am mentally incapable of holding a conversation.
Can working out make up for this?

As far as communication goes, I can guarantee you that yes, you can improve.
I, personally, did a lot considering I have a slight autism: i wasn't able to talk to people I didn't know until I was 12, I could barely hold a conversation until the age of 15, but now I'm well versed, and although I have a tendency to put my feet in my mouth I'm quite good at hiding my anxiety when talking to people, to the point they don't even notice.
What you need is practice, especially in talking (alone and with others) and in your abilities, to feel more confident.

Read through Euler's Elements of Algebra and Chrystal's Higher Algebra/Precalc Math if you want to go full autismo and want the most rigorous but elucidating texts at your level.
If you're not autistic, read George Simmon's "Precalculus in a Nutshell" and do some problems from Gelfand's "Algebra".
Congrats, you're officially better at all math before Calculus, than 80% of freshman math and engineering students
