It doesn't work the way you think it does. The puberty blockers will prevent them from developing secondary sexual characteristics, but they'll continue to grow in height.

In fact, they can end somewhat taller than normal with unusually long limbs, since normal epiphyseal plate closure doesn't happen without puberty.
