This is an expression of modesty. The "oh stop" gesture a woman will use when someone is saying good things about her. It's supposed to be a weak version of the palm raised facing outward that is a stronger version of the stop command.

Depends on the angolation of the wrist.
If it's 90 degrees, top from bottom movement it's "come here"
If the hand moves a little bit closer to the orizontal plane, still top to bottom it means "come here close. I have to tell you something in private/in secret" (it's even more underlined if you do the gesture near your chin)
If it's bottom to top vertical it's just a go.
Speed is what makes the difference. Slow movement says disgust, a quicker one can even mean "do it on your own"
