Its illegal but if you cover your face (with a hat for example) and wear plain, dark clothing you wont be recognized by anyone or on any camera footage. The clothing part especially is important because plain dark clothing hides bodyshapes, and lack of distinct marks and brand names makes it near impossible to be recognized.

May i ask why you want to do this? The real reason why it will be highly illegal is because its a death threat, the cat itself is secondary.
