Kino is a /tv/ meme where there's flicks, there's cinema, there's film, and then there's kino.

kino is a level of movie about "film" and far above "flick." High art, effectively.
Is this a jojo reference asks if the post or image is referring to Jojo's bizarre adventure. A popular manga with some recent anime series. The Jojo poses and lines have been a common reference in japanese nerd media for a generation.
Kino is a /tv/ meme that origins when some pretentious asshat claimed that kino, film, cinema, and flick are different things, kino being the most "artistic". Obviously for normal people those are the one and same thing, and genres are what people use to categorize movies, not "kino" or "cinema".
When someone calls some movie "pure kino" or something along those lines, they're calling the movie so bad it's good, or they're calling the movie/scene/effects/acting shit.

To expand, it means "theatre" in German. So any time someone on /tv/ tries to imply something is good, both ironically and seriously, they ask if it is, in fact, kino.

kino also simply means cinema in Russian

When people ask if something is Kino, they are clearly asking if something is up to the same standards set by the anime Kino no Tabi.
When someone says something is Kino it is a gesture of respect, comparing it to the likes of a truly 10/10 anime.

Here's one meme I don't understand:
>the internet was a secret club until 2007 or 2008
