OP its caused due to thin under eye skin and fat deficiency in that area.

Only way to solve it is with filler injections(temporary) or fat grafting.

Less of the eye itself and more of the socket or whatever, I have hooded eyes as fuck and it ruins my face. I also looks super angry all the time.
