I walk in and out of stores all the time without buying anything.
Last week I was early for a thing so I went into a bookstore and just looked at the shelves for ten minutes.

That's different than a gas station type food store. It's ok to browse a book store or clothing store. But if you walk into a food store and you browse and don't buy anything, it's suspicious.
