There are a number of countries where circumcisions are performed without sufficient safeguards in place to protect against infections.

It is something which can be done in adulthood, and to that extent only small amounts of adults will get circumcised (because of the few benefits it provides).

It's a decision that people are making for their kids, which cannot be undone and which they would be unlikely to make themselves.
I'd also assume that a majority of those circumcising their children are themselves circumcised.
This means that people are making this permanent decision on nothing other than the fact that they themselves had this decision made on their behalf.
