Instead of firing question after question, relate to the other person when they respond. For example

Then literally just be yourself. Ask them about themselves then tell them about yourself. It's trial and error. Learn things that sound interesting to them while avoiding specific things that you feel like would make them uncomfortable. It won't happen over night. Legit have confidence in yourself and talk to them like they're on 4chan. The more you learn to appreciate the positive things about you, the less you'll care how people will perceive you.

If you're talking to someone who can handle it, sure. I do it sometimes. It's pretty obvious, though, when someone would get offended by hearing it, and they need to get a good grip on your personality before you really come out of your shell.

Think of going to anime conventions, hanging out with people more, joining clubs, being part of a community, etc.

It's maybe just the person you're talking to is a recluse who can't get into the flow, or they just the type who like to be silent.
