Yes, you should get a haircut. Ultimately it depends on the company, but 99% of companies will prefer you with short hair unless you happen to be applying for a job programming, in which case 80% of companies will prefer you with short hair.

Depends on the job. If you're going to be interacting with clients and the brand doesn't necessarily maintain a "cool and young" image (read: clothing stores, Starbucks, music stores etc.) then it might improve your chances.
But what you should really do is wear your hair in a manbun. Everyone has one these days and it doesn't look too unkempt.
Unless you want to work in finance or something, in which case you gotta look as normielike as you can.
