I need your honest opinions guys,

I want to start gaming again and currently only have a laptop which is incapable of running anything worth playing. I want to build a PC but really don't know where to start and feel that getting a PS4 would be cheaper and easier.

What do you guys think? Also how much would I have to spend on rig to play most new games on high settings?
