Rehab doesn't work. Truth is, we have no idea what to do with these people. First, there's the strong biological addiction. It's incredibly powerful, and for the hardest drugs, it takes 10+ years to fully get over it. Second though, is the emotional and psychological problems. Many of them are hurting or self-medicating, and they need relief from this pain.
Rehab itself has incredibly low success rates. But then again, everything else does too.
