The official unemployment rate is 5%, but the numbers are so badly skeeved, it's not even funny. Their definition for "unemployed" is also pretty strict too:

So basically, if you don't have a job, but aren't claiming JSA, they don't even count you as unemployed.

It's very easy to either find a Chromebook that doesn't require firmware modification to install a Linux distribution or to just modify the firmware with Mr.Chromebox's script and install something like GalliumOS or Lubuntu.
