Circumcision was used as a form of punishment easily up into the 50's, maybe beyond.

The scientist Paul Tinari (pic related) was circumcised aged 8 because another kid at his boarding falsely accused him of having masturbated.

So an administrator of the boarding school contacted a mohel and they forcibly circumcised him. He tried to escape but wasn't able to save his foreskin, and ended up getting some bones broken while resisting. He went to the cops but they didn't help him.

The circumcision caused his penis to develop a skin bridge which led to chronic infections until the government paid him something like $12,000 compensation so he could get reconstructive surgery.

There is a kind of circumcision called "cosmetic circumcision" (pretty terrible name they picked because outside this specific context it could just mean a regular circumcision done because someone thinks it looks better, but apparently that's what they chose to call it) where they take the skin from the base of the penis, not the foreskin itself. This spares foreskin tissue while giving an appearance kind of like a circumcised penis (because the head gets exposed). The foreskin is still there, but it's permanently pulled back and exposed along the shaft.

But the innervation of the foreskin could still be affected. It might be like how a leg injury could affect sensation in your foot lower down, even if the foot itself doesn't get cut. I don't know and don't think there are many studies on it.
