Culture evolved with the actual human evolving. We didn't need to use it anymore than howling wolves did as it started to evolve. At first, because of the white of our eyes, we just looked at things to talk to each other. All quiet.

Language is all about abstract association. For example, two humans hunt, one makes a quiet grumping sound when he sees an animal nearby. They grow to associate that "grunt" with food. Or animal. Or the whole idea around it.
Then tribes form, and from these simple associations comes higher abstraction until humans in a tribe are capable of basics of logic (yes/no and application). Then when the language is abstract enough, it needs to be formalized and driven by rules.
Human's unique ability to associate different concepts with each other. We're able to use symbols to represent ideas. That way, vocalization can be used to symbolize and communicate.
