I have a knife on me, at all times. If he's aiming at me, I wouldn't do shit, but he's just aiming at the crowd, a stab in the neck would be enough, I guess.
If I'm not allowed to bring a knife (concert, or whatever) , I have a sharp screwdriver instead.
I never used the knife on anyone, but taking it out already saved my wallet from a robber.
Since I'm not in the US, robbers don't wear firearms.

If I had no gun and had to try to diffuse it, and getting out of there wasn't an option by itself, I'd go for the nearest fire extinguisher and then try to sneak up or rush on him firing it. It's a decent emergency self-defense weapon.
