No, Sorry is only for a apologies, if you say it means you feel guilty for some reason. If you don't then the word has no reason to be said. Is like when normies say that something is interesting, everything can be interesting but it doesn't mean they are interested into that thing.

Give condolence to their dead loved one, but don't focus on that. If you can, do something with them to lift their spirit.

If you're sorry that another person's loved one died, it just means that you feel bad because you don't want them to feel bad, not because it was your fault
You can basically replace "I'm sorry" with "I feel bad because"...
