You can call yourself whatever the Hell you want so long as there isn't technically a bar for entry. Should you is another question. "History buff" is probably a less embarrassing term unless you work in some historical capacity.
For example, if a local museum for a town had a "historian" who worked there, I wouldn't think twice, despite the fact that they're likely an unpaid volunteer. However, if some random guy in line at the grocery store declared himself a "historian" but worked as a bank teller, I'd probably look at him funny.

You're just a fag with below average iq who reads about history. Since you probably only associate with other people who are stupid you can call yourself whatever you want.
If you can specialize in a subject area in history and can carry a passionate conversation to entertain someone in the subject, then you can call yourself a historian. If you are just someone who has a liking for that sort of thing, history buff is more apt.
