They assume there's a chance you won't want to come, either because you often decide not to meet up with your friends and it's become expected, or because your friends are unsure of themselves.
Could be they don't want you to go but they feel obliged to invite you, or they may want you to come but lack confidence to simply ask. People with low self esteem who don't expect anyone to want to hang out with them will do this because if no one shows up, they're less disappointed.
Both are equally likely so it will depend on whether your friends have high or low self-esteem (I'm betting low since birds of a feather flock together) and whether they add these trailing 'I mean, if you want...' get-out clauses with other people besides you.
If you can't figure it out just assume it's not only you. No point assuming the negative, you'll be wrong at least some of the time and it will only make you feel bad.
