I was thinking using Unity and doing it in C# but I'm open to hear other suggestions out to frameworks/engines and of course try and use whatever.

Honestly language/framework doesn't really matter to me, but in terms of ability to collaborate Unity gets fucked up by VCS, so in that regard, maybe something like Java/libGDX if you're not as skilled, or maybe C++/OpenGL?
