It controls whether or not you can scroll with your numbers pad on the right hand side of your keyboard. If it's on, you can scroll with the cursor keys. If it's not, you can simply write the numbers.

Doesn't seem to have that effect on my machine.

As long as Num Lock is off, I can always use 8 and 2 to scroll up and down. Scroll Lock does not seem to change this behavior.
