Women hate short men, but mostly in person. If an undesirable male talks to them in public, they get angry because he is sending the message that he is good enough for her. The woman sees herself as a beautiful princess, so any man who isn't perfectly handsome will shatter that self-image by adressing her in a romantic way.

This is also the main reason why women become feminists.

Notice how feminists are ugly and fat? At some point they realized that only the undesirable males are interested in them. They feel insulted by this. If she is seen with a low-value male, she will too be considered low-value by more attractive potential mates. By actively trying to discourage men from cat-calling, making them scared of sex (false rape accusations and never-question-the-victim policies), telling them to drop the entitlement etc. they are weeding out the low-value males. Feminists know that the assertive HIGH-value males will ignore all the feminist scare tactics, and of course the feminists won't complain if a high-value man approached them.

tl;dr: women and feminists are insulted by low-value men approaching them, since it lowers their own value and shatters their self-image.
