Pressure is the force exerted on an object and blood pressure (systemic) is TPR x CO. If you have a blockage of a major artery (such as the carotid) then yes blood pressure will increase.

I'd also add that myogenic autoregulation would kick in to counter the increased blood pressure, thus dilating the carotid artery. However if it is a blockage then the autoreg is kinda pointless. You'll end up with cerebral ischemia + hypoxia in both scenarios you listed (blockage + rupture). With the rupture you could also add hypovolemic shock due to the blood loss
