Is it normal to call a place about your application if you haven't heard back from them yet? How long should I wait to do this?

not only is it normal, it shows you want it that bit more. I managed to get a job because I called to inquire about my application, manager asked me to come in on the phone the next day.

if I remember correctly, I just asked to speak to the manager or the hiring manager and then simply stated I'm inquiring about my application that I put in on x day.
makes them tell you if you have it or not, pretty much, if you don't you usually get "Ah, yes, I remember. Sorry, we filled the position already" which is a good thing because it's one less job to worry about.
