more like most people have become weak and dumb from living in the safety cage and running in the societal hamster wheel untill they are old enough to be replaced. It used to be that the weak would die off and the strong would survive but now we've changed that and the weak can continue to multiply and spread until we have a majority of simple minded slaves.
I have to agree with OP to an extent, most people can't govern themselves and the only thing keeping them from murder/rape/stealing is the powers that be. as long as we are shackled to our fear, greed and our base impulses we will always need masters.
