It's a ban on men who have sex with men (at least in my country), if you are a virgin then it doesn't matter. The reason is that homosexual sex is a high risk behaviour and the opinion is that the amount of blood gained isn't worth the risk. Keep in mind no screening isn't going to catch everything.
