It's usually part of some 0 tolerance policy that a lot of schools have. Person who initiates the fight gets the punishment. It's a tactic to avoid being sued.

I got into plenty of fights when I was in school at all ages, and I never saw the people who bullied me get punished. Since they were normally more popular, they'd have friends to back up their story of me instigating the fight out nowhere, and I'd be punished while they got shitloads of sympathy.

Funnily enough, I now have an incredibly intense distrust and dislike of authority. Can't imagine why.

My biggest regret is not b acting bullies in high schools. I remember in grade 8 I punched this kid and got suspended but it felt so good. One of the best memories I have. But I got in a lot of trouble so after that I would tell the teachers when someone bullied me like a retard. The bullies would call me a child for ratting and the teacher would take the bullies side. Almost had a mental break down. Fuck school systems for letting bullies torture us.
