Generally movies and TV shows about older Yakuza guys as MCs are almost exclusively live action movies. Live action format in this case will simply find more audience.

The reason why they appear in animated videogames is the concept of gaming itself, so much easier to CGA the events than use live actors. They have tried it.

I would think of Golgo 13 as a hardcore animated series. But it's not Yakuza, more like film noir about a ruthless assassin.
