Trying to remember a particular hentai. Two demons are on Earth, one is trying to kill or arrest the other because he's a renegade who drains his victims to death. There's a heroine who's trying to figure out who the murderer is and thinks it's the invesigator demon first and they eventually team up to take on the real killer. There's a scene where he's on a rooftop draining like six girls to death in preparation for the final showdown.
