Barnacle wifi tether works if it's rooted, but my guess is it's not so I would suggest ordering an unlocked phone which is up to the task and swapping out the sim card. My guess is your current phone is carrier locked and carriers like to remove this feature from their kernel because it saves them a little bandwidth. Don't even try rooting a carrier-locked phone, it's a waste of your time. The cost of a new unlocked droid with this feature could be as low as $30, but if it isn't explicitly advertised as a thing the phone does I wouldn't hold my breath.
