Anime is for tragic friendless NEET autists (like me, I confess) with >no gf, so they make the characters female because girls are less threatening. Most people who watch anime feel ashamed, on some level, about doing so, and if the characters were male, it might trigger a reaction which could tip you away from watching it. Also, it's meant to be comforting and huggable, and I don't want to hug men as much. Cromartie High School doesn't rely on me wanting to hug the characters, so I'm fine with them being men, but a lot of, say, Lucky Star's appeal derives from the simultaneous feeling that you could snuggle up with the characters if you were in sad-child mode, and if they called you a faggot, you could beat them up. Konata is like 4'6"; she wouldn't dare step to me even if I was also an animu grill.
