Do you think a blue off-topic / discussion board would work, or would it devolve into hot mess? What standards would you set for moderation?
It's too hard to say. But ideally you'd want to go with a policy of moderation occurring only once every 24 hours or some long time interval like that.

From the pool of candidates on 4chan? As if most people here have the heart or brains to do a good job. Also laziness. Think a bout the people bumping and making garbage threads here on /qa/. Those are the average people that want to be a mod/janitor on 4chan.
