It's because /qa/ was never intended to be a permanent board so they never got around to adding it. For future reference/ trash/ doesn't exist on the top board list but does exist in frames mode ( 4chan.org/frames )

I don't know what kind of person you are so I can't answer that.
If you care about privacy, yes it's bad. If not, then it doesn't matter. Most people give all their info freely to facebook and so on these days so it's not too big of a deal I guess.
