It depends on if it's obscene which is determined using the Miller test and if you're affecting interstate or foreign commerce.
Obscene speech is not protected under the 1st amendment.
It is almost never enforced but bringing physical material over the border is a bit riskier than just getting it on the internet.
Don't get searched and maybe put it with some normal manga.

It says 1466A was struck down as part of COPA but the original legislation was from the CPPA which was struck down in Ashcroft v. Free Speech Coalition not Ashcroft v. ACLU.
It also doesn't mention that the legislation was swiftly put back into place by the PROTECT Act with an added obscenity clause to make it constitutional.
Note that section (2) lacks the explicit obscenity requirement, for this reason a couple lower courts have ruled it unconstitutional but that doesn't mean you're free and clear because section (1) has the obscenity requirement and two circuit courts have rebuffed constitutional challenges and the supreme court declined to hear it.

They also added the affecting language to 2252A to make it easier to show, so if you're transmitting loli over the net or downloading it you can be confident you'd quality.

What needs to happen is for one brave American hero to get charged with loli and for him to fight it instead of taking a plea bargain. As it is, it doesn't matter if it's truly illegal because heavy-handed prosecutors wanting to look tough on crime will apply enough pressure to break the guy and there will be no court date for anyone to judge. You'd be risking a lot. I would not be confident in supreme court hearing the case, they've declined it before. Pic has two judges' decisions regarding constitutionality of the law.

99% of time I wouldn't worry but bringing back physical loli merchandise through the border would be a little nerve wracking.
