Why does the message box accuse me of ban evasion when the ban

Because you are literally ban evading. If you get banned and change your IP without deleting your cookies first, it displays that message.

Whether you intended too or not is irrelevant to whether you have evaded your ban.
Why does it matter? You were banned for 3 days, your ip changed, and you are still banned for 3 days. Justice is served.
