I know of at least one that's semi-active.
some textboards desolate and need advertising to replace the long dead community
some textboards have a few regular posters or their culture could be easily imitated after reading through all of the older threads, allowing dedicated new people to assimilate
however the problem is that an influx of new people can usually require advertising, otherwise the following happens:
1 without regular advertising, new users find various textboards irregularly which are older and slow. they initially post a lot, making a ruckus and then after a day to a week they leave because it wasn't fast enough for their taste, they were too accustomed to facebook, twitter, 4chan speed imageboards and instant gratification
2 with a coordinated advertising campaign (however that is set up), textboards attract a fair amount of users, however since the advertising is public, a large number of people from content aggregates[1] invariably find the board. if those people stay and continue to attract people from elsewhere, they invariably mirror the aggregate they hail from on the textboard, if they leave it's the same as #1 except the textboard couldn't keep their attention longer than the aggregate could.
