i haven't cut mine since last year march and its up to my shoulders, and i'm quite sane,
so from personal experience, no,
it does however indicate your priorities as a person though, *wink*
also, there's a likely chance if someone calls themselves insane, they're probably not insane, just an fyi

I think it might of been about a year since my last hair cut. It's at shoulder length now.

I haven't cut my hair in a year and I have never been sane.
