Like with a piece of legacy hardware on a computer, a legacy 4chan board is from a previous iteration but still functions well enough to keep it around. The anime part of 4chan is a stagnant relic from the past. The anime-watching userbase on 4chan never grows above a certain size and no new anime boards ever get made. Other newer, larger boards like /s4s/ or /pol/ have long since eclipsed /a/ and /jp/ as the forerunners of 4chan culture.


It says something about the viewers of anime in general that they fall out of love with their "hobby" and abandon it as fast as new people can lurk more and become acclimated to /a/ culture, which is why the userbase never grows to /pol-like levels and their original content never gets to the widespread prolific meme levels of say the baneposters of /tv/ (for one bad example). It's hard to have a "hobby" based on seasonally cyclical marketed media like a genre of TV shows like anime and not have it fall out of favor within a few years like most TV shows do.

The popularity of the anime boards has nothing to do with anime having a problem retaining fans, it's got to do with the fact that the most cancerous boards like /b/ and /pol/ do notorious shit, put 4chan in the media spotlight, and by doing so shape the popular conception of the site, so it's only natural that the biggest influx of new people happens exactly on those boards, not to mention the wider appeal such boards have anyway.
