They move the shitty meta threads there, yes. Meanwhile, /qa/ has no guidelines on what is allowed to be posted, so people use it to fill a niche that isn't available, like how /trash/ is used as a furry board even though it's not supposed to be one.

Boards do not have to be what they are meant to. It is more important to care about how they evolve rather than what they were supposed to in the beginning (good examples for that would be /jp/, [s4s] and /trash/ as you mentioned). /qa/ is basically the equivalent of Futaba's netwatch board, where we discuss things related to imageboard culture and also a better, worksafe /b/.
