This site isn't a clubhouse and hasn't been for over a decade, if it ever was to begin with. Also it would be impossible to enforce.

You can't exactly ban people to make a website better. You have to ban the things and bad behaviors they like for real improvement to happen. If they're bored, they'll leave and go somewhere else. Now what things cause bad behavior? Ban those things.
