Things you would do as 4chan admin (for some reason not allowed in the subject)
1. Make files non-mandatory on all boards
2. Readd the text boards and other deleted boards (/fk/, /z/ etc.) as unlisted boards like /qa/.
3. Moderation should only happen when absolutely necessary. Bans should be 3 days long at most.
4. Remove captcha
5. Add formatting, enable board specific features on every board
6. Remove most spam filters (8ch filter for example)
7. Add the following features from Ylilauta: logins, upvotes, premium accounts, tags; image file names instead of unix timestamps
8. Add flash support on every board. Add support for more filetypes and also enable sounds for webms on all boards.
9. Unlist [s4s], /b/ and /bant/
10. Make /a/ 2D/Random; add 50 pages to /a/ and /b/ and remove bump limits.
11. Remove porn dumps and roll threads outside /trash/ and adult boards.
12. Remove AKB, JAV, Gravure and all the other below-subhuman threads from /jp/.
13. Add whatever is going on on the bottom of 2ch.hk's homepage; can't read russian good enough to know what is going on there but it looks decent.
14. Make spoilers work on every board and add a NSFW tag for images on every board (including the NSFW boards, regardless of redundancy).

Assuming IPs are the only way to make sure someone is lurking, you would fuck over a lot of people with dynamic IPs that change on their own. Only other way is to make an account system that isn't visible to other users, but that's pretty gay.

Bans would be effective again, too because a new account will have to wait a year and it wouldn't have any negative effect on the anonymity because it's invisible anyway.

If you lost your account information or got hacked, you would get blocked for an entire year minimum. I guess it could work, but I don't think it's ever been done before so it's treading new ground.
