I believe enforcement of rules by both the moderator and the community itself is more of an indicator of quality. A 4chan board obviously can't be as quality as a dedicated chan, but I believe it's worth the risk.

/mlp/ was created to stop people from posting the ponies that got everyone mad.
/aco/ was created for porn drawn in western styles, something that before was usually found primarily on /b/.
/bant/ was created as a nsfw /int/ to divert the influx of posting that's too spicy for /int/ and off-topic in /pol/.
I could go on. There are several more examples like these, (Error: Comment too long) but you get the idea.
Of course, there is dissatisfaction among the ranks. /mlp/ users got super mad at the mods and admins for scaring off content creators. /pol/ believes, rightly so, that they've been getting raided. /r9k/'s veterans want attention-whoring normalfags to GTFO to boards like /soc/. Moving away because your house is full of rats means that you've ignored a problem for a while, and your solution is to move to a new house so the rats can eventually take that one over. A few stragglers here and there who refuse to adhere are normal, but the largest demographic needs to grow some balls to keep them from getting out of control. It's up to the users to to report these posts, and mods and admins to enforce the rules. "User-made" rules are the internet equivalent of "sovereign citizenry", and just as ineffective; If you want the board rules to change, convince the admins to make it so.
