The issue is that people don't know what to do.
Unless you give a clear intent and a reason for people to respond a thread won't get off the ground. I guess instructions on what to do are nice as well.

After that you have to realise OC takes time.
We could be like /a/ or /tv/ and use ""meme generators"" like the image distorter or the 'I am Major' thing, but that wouldn't be organic.

Although skill isn't really important. What matters is that users should have the means to create or modify content.

Everyone should have some sort of image editing software installed and should at least be familiar with the basics.
