Well that's my point, what will happen is there will be some city-level or state-level government standoff against the feds and they won't be able to go to war. It'll be entirely diplomatic and if anyone shows up with guns it will just be posturing. At worst they'll cut off the boring job-having people because of their isolationism but they'll get foreign aid from russia/europe/etc.
