It's not a "Key" to the internet, just a translation table : name -> IP. You can still access a website without any DNS server in the world, you just need to know the exact IP address.
Also, there is a fuck-ton of various DNS servers, on various countries. Worst a country could do would be to remove an entry from the local DNS, but you can manually choose which DNS your navigator should use.
