You didn't here it from me, but two refineries got completely underwater including the equipment. When this happens, you have to pull all the electrical and pumping equipment and do repairs. Considering there are literally hundreds of pumps in refineries, it will take several weeks. October is optimistic until they can get back to normal.

You can get a more efficient burn once the engine warms up. On a longer trip in winter weather you can get better MPGs. But on a short trip with city style stop/go driving without higher speeds, you don't get it up to heat.

Spent several winters in the Quad cities (Moline IL / Davenport IA). 15 minute 6 mile drive, winter temps often around -15F. Didn't matter how long you let the car remote start for, at an idle that engine isn't heating up. You only got usable heat out of the vents 10-12 minutes into that drive. Fuel economy tanked.

On the other hand, if you skipped the connection at Chicago and instead drove the 100+ miles / 3 hour drive from Moline to O'Hare, you could get better fuel efficiency in the winter due to the higher energy content of the gasoline.

You might not know this, but in fact if you run the engine LOP you can get mad efficiency. This was done in airplanes during WWII because fuel was as a premium and after takeoff you don't need max power.
