There are even more angles to this:
If they hold an emergency vote on this before funding a budget/taxes/Harvey relief, they will lose even more of their base
If they wait until the six months is up to pass BRIDGE, they will anger most of their base with unpopular (putting it lightly) legislation right before their primaries.
It's truly political checkmate and I hope Trump has a few more of these types of EOs up his sleeve.
