Basically, criminal does criminal things based on an idea, some other people like that idea and copy him - and the entire thing gets subverted by corrupt officials/corporations that don't give a fuck.

That's the Stand Alone Complex. One man starts a chain reaction, and the system co-opts the whole thing for it's own ends, creating a pseudo-conspiracy.

In the show, if I remember correctly, they try to solve a series of crimes committed by an anonymous hacker, but it turns out to be a bunch of unrelated criminals that meme as each other. It's been a long time since I've seen it, though.
